Not anymore than any other group centered around interests, but the ones that act out get a shtton of media attention because they're affiliated with "dangerous fiction and questiable hobbies/interests". People in japan seem to dislike otaku in general, judging from the japanons here on 4chan, and what goes on with their media and 80s/90s shit, and what's going on now. Criminal psychology suggests that people who commit violent crimes or action due to instability or illness would've committed those actions at some point in time, regardless of the potential changes or outcomes that could've been made to prevent what did happen. Keep in mind, while there are quite a few unstable or ill otaku, most unstable or mentally ill people don't act out or commit violent crimes, that's just the vocal minority that the media hypes up as the majority. People like the otaku killer or the Columbine kids would've committed those crimes regardless of whether or not they had any connection with the hobbies that got blamed for their actions, lolicon, figurines, dolls, and horror movies/manga for the otaku killer, rock 'n' roll and doom for the columbine kids. The overwhelming majority of doomers or lolicon or any other scapegoat would never come close to those types.
