Its generally accepted by most people that the few important events in it like the Watatsuki's visiting Eientei do in fact happen, but for the most part since most of it is just gags and whatnot whether or not its actually canon doesn't matter because its pretty much all silly nonsense that isn't relevant in the grand scheme of things. ZUN has never personally state how canon it actually is, and the way I personally look at it is that since he has not confirmed or denied it its basically up too you.

It's bullshit that they would visit because

1) They hate going to Earth
2) They are suspected for collaborating with Eirin and are incredibly worried about getting called criminals, and extremely careful about interacting with her even indirectly.
3) They don't even KNOW where she IS.
4) They're very OOC even without all this, by simply virtue of visiting in the first place. They're not like Sagume, who is more free to do as she pleases.

I honestly hate the claims that them visiting is canon, because it's like holy fuck, read anything involving them and see how fucking unlikely to impossible it is for them to casually put themselves in the way of EVEN MORE danger of rumors while already being on extremely thin ice with the rest of lunar society. Half the time they have any thoughts it's about being extremely careful in any correspondence with the actual fucking criminal Yagokoro Eirin.

I should also say: that is what makes them visiting FUNNY. It's a JOKE. Because they're so serious in actual canon that you wouldn't imagine them visiting, so they suddenly show up disregarding the canonical reasons they never, ever would. It's actually funny.

Reisen also acts OOC when they visit as she is not actively shitting her pants and fleeing at the sight of them.

Alright, thats pretty fair. I never actually really thought about it too critically or even gave it much thought in general. The only time I even remember it happens is when this topic is brought up.
For the most part though I still stick to what I said about it not being strictly canon or non canon since most of it is silly bullshit anyway, and so is pretty unimportant. In general I find that arguing about it would literally be a waste of time.

It bugs me since it's considered arguable at all, and people spread enough of the "parts are canon" thing that I'm like "what". How's it even supposed to make sense? What makes a visit canon, but not that Eirin could get sick? It's just a funny side manga with ZUN's blessing. Personally I say it's maybe canon-ish in spirit at most, but really it's just the goofy supplement to two of the most serious Touhou stories in canon

I think how most people think of it is that some events do happen just not necessarily as presented in the manga. It ultimately is just a silly supplementary thing as you've said and so its natural that nobody takes it too seriously. Its not meant too be taken as such too begin with and thats why ZUN probably never felt the need too clarify its canonocity. It simply doesn't matter.
Overall what youve said is pretty agreeable.
