"Recurring" is a bit generous of a word too use. She'll probably be about as recurring as Komachi at best. We also dont know if ZUN actually plans on making her a regular or not. Everyone thought the same thing about Okina and Aunn, and while Aunn was in a few chapters (like Tenshi) we haven't seen her in a while.

This part of the interview is so confusing that most Japanese fans aren't sure what he means by it either, so I'll start off by saying that while I disagree with how the wiki's translation frames these parts of the interview, the translation isn't necessarily bad; it's just hard to approach as though there are clear corrections needed. 繋がっている can mean "connected" both literally and figuratively just as in would in English, and その辺 seems to be referring to specifically the Lunar Capital and Heaven rather than something more general but the context is hard to grasp. I'm of the opinion that this part of the conversation is a bit lost, and it's very possible relevant discussion that would make this interview more sensible was cut in the editing process. At the very least I would be cautious of convincing yourself that the translation word-for-word is undeniable fact.

Previously in the interview, the interviewer mentions that the process of entering the Lunar Capital and entering Kasen's house are similar, and ZUN replies that it's because they are similar in nature, and that the humans living in the Lunar Capital are more like celestials or hermits than plainly human. It's then later on in the interview that ZUN talks about the Dragon Palace and the Lunar Capital, and the interviewer replies 天人は月の都に住んでいるっていうのはそういうことなんですね, or "so this is what you mean when you say celestials live in the Lunar Capital". I think this is one point of confusion because the interviewer seems to have distorted what ZUN had said earlier, implying celestials literally live in the Capital when it's more that the humans living in the Capital are like celestials. ZUN then says "as far as the setting goes they're more or less connected in many ways", which could mean a ton of different things considering how thematically related they are.

Additionally, I'm not even convinced ZUN is making a specific comment about Iku and her duties at all (which as far as we've seen are only related to Heaven), but rather using the fact that he writes 竜宮の使い in kanji for Iku's species as a segue into the bit of trivia that the Dragon Palace is the Lunar Capital. Iku's species being labeled 竜宮の使い and not リュウグウノツカイ might as well just be to distinguish that she isn't literally a fish youkai and could be completely unrelated to the actual place called 竜宮城. It makes little sense to label Iku's *species* as 竜宮の使い to imply that she's also an envoy of the Dragon Palace as an occupation. Hatate and Aya also refer to it as a species of youkai and not a job.

Speaking of which, ZUN talking about how the Dragon Palace is the Lunar Capital suggests that in CiLR when Toyohime lies to Urashimako about where he is, the lie is specifically that he's at the bottom of the ocean and not necessarily that he's in the Dragon Palace, which is otherwise ambiguously worded. This is also completely fine because it fits into the various legends being crammed into the story, that the "Dragon Palace" here is that of Watatsumi, as you would find in many of the legends. Seriously this story is a big messy pile of mythology.

AoCF was announced at the end of 2016 and didn't release until the end of 2017. HSiFS was announced in 2017 during the Spring and released at the end of Summer at Comiket. AoCF simply just took longer too make then it took for ZUN too announce and release HSiFS. It was already labeled 15.5 and ZUN wasn't going too wait for Tasofro too finish AoCF too release his game just for the sake of consistency in the numbering. HSiFS isn't referenced in AoCF for obvious reasons, and the big one is that they likely had the script and everything done before HSiFS was released, so it would be pointless too go back and add shit from it especially if it was unnecessary. In terms of how things work in the actual timeline, AoCF happens after HSiFS. Aside from Kasen's remarks there is also the fact that CoLA Chapter 31 deals with some aftermath of HSiFS, while Chapter 32's events happen before the Perfect Possession Incident (so AoCF) formally starts.

It's just something that doesn't work well once translated. Oarfish in Japanese is リュウグウノツカイ, which is the katakana for 竜宮の使い. They named oarfishes in relation to mythology probably because they seem kind of like a mythological creature, especially when they get really big, and so were given that name long ago but obviously they turned out to be just a regular animal. ZUN's play here is that Iku is not an oarfish youkai, but a kind of youkai called 竜宮の使い that embodies the more mythological concept that the name came from.
