People use copyrighted anime characters here in Canada all the time for specialty weeb goods. There's a store that sells almost nothing but unlicensed prints of popular anime characters. It's just more widespread in the old USSR since you don't even have to try to fly under the radar.

You're in luck, actual belarusian here. I've seen those and couple others with less-known anime faces, about 7 to 10 years ago. You won't find those nowadays. As for the copyrights, it's the latter.Like, copyrights, what copyrights? Nobody cares. We're a small country that most of the world doesn't know about or thinks just a region of russia, might as well use that status of literally who. Plus, a dash of incompetency and laziness. This particular knock-off Haruhi, instead of some original character, was put on a cover because the guy who was in charge thought "ok, google, give me a cute anime girl", changed some colors and voila, nobody would notice, it's a perfect crime. And he was right, nobody noticed. A couple dirty weebs don't count.
You might be surprised to hear this, but a lack of respect towards copyright laws is a common practice among countries that are underdeveloped or just have rampant corruption. I think it's tied to lack of economical/political education/awareness and general disregard for law(because if government doesn't abide the law why should I?). It's wild west out here, still. And slowly spiraling even more out of control since '08 crisis.
