SSiB and WaHH are my favorites. WaHH and the Fairy Manga are the only two that get updates somewhat consistently, WaHH more so. CoLA gets a new chapter once in a blue moon.

Fairy manga is honestly the best. They don't pretend to be anything more than fairies playing around. No letdowns involved like with FS, WaHH or SSiB. Inaba x2 is good 4koma slapstick as well.

WaHH has gone from meh to very good with time, for FS it's the reverse.

Fairies are nice but there were never actually interesting in the first place.

SSiB, well, if someone hasn't read it yet, it might be ok. It got most of its bad reputation due to Lunarians being seen as Mary Sues vs main characters, but nowadays more people would probably cheer for them vs Reimu and Yukari.

The best is...

Counting it as a whole, Sangetsusei, and especially Visionary Fairies in Shrine. It has the best level of consistency of quality, while also being surprisingly lore and character rich.

After that is a toss up to my feelings, but WaHH probably should take it, especially after the last few years of it. It's gotten a lot better, but was spinning its wheels for quite a while.

Forbidden Scrollery would be first if not for its ending, which drags the entire series down. The ending denies the inherent promise of the premise, the themes, and pretty much everything about the series. It's kinda like an loltouhou ending for a very not loltouhou manga. ZUN dropped the ball, and it kind of taints everything else because, well, now most of the manga doesn't mean anything. Rising tension? Implications? Foreshadowing? Forget all of it, /laugh track.

The undisputed worse is SSiB for being really fucking boring, confused and shit in tone, introducing annoying characters who show off in annoying ways, and being rather confusing. The best thing about it, however, is that it's fucking stupid. The comedy of SSiB that you get from all its rocket-related bullshit is fucking GOLD. CiLR is also mostly good but has a problem of being boring for half its chapters. Inaba does not count.

Fairy Manga is the most fun and Hirasaka loves drawing cute things, and putting in group shots of parties.

WaHH is the one that's probably closest to what you'd imagine a "Touhou Manga" to be. Pretty much every new issue is a small problem that is resolved by the end, constant guest characters that rotate in and out (pretty much a new one every chapter), and jokes/banter.

I don't know why this meme exists on /jp/, just because Kosuzu didn't die or get maimed doesn't mean the tension didn't exist. They found a way out of the situation. Plenty of horror or dark stories have people who find a way out at the end, it doesn't nullify the emotions and mystery of the situation at all. The only problem with the ending was that it was a bit rushed. All of the rules and darker themes in FS still exist, the tension was wondering if Kosuzu would find her way through it, and she did. FS had plenty of comedy in it too. It's not my favorite manga but the anger at the ending is way fucking overblown.

That was never the case, especially by the title in case you missed it. It's "forbidden scrollery", and the idea wasn't "how can Kosuzu get away with it", it was always "will Kosuzu go too far doing things she's not supposed to", because from the word "go" there is a clear and stated threat in her reading things she shouldn't read, and this is maintained and skirted many times. Yes it has comedy, but that doesn't mean that it can't be serious (which is what it mostly was whenever it discussed the blatantly dark matters of human villagers tampering in youkai business). Yukari essentially handwaves it all although it really was a problem, a problem we'd seen come to a head at least twice previously with grizzly results, and the result isn't satisfactory. I didn't say I was mad, I said the work suffers for an ending that was not consistent with the themes. I would have still been fine with a happy ending, but this was not how it should've gone.

Nobody really wanted the ending to be grimdark. For me it fell flat because Kosuzu didn't really meaningfully interact with anyone at all during the final episodes. She got effectively replaced by this scroll demon thing, who got defeated, and that was it. I wanted to see Kosuzu making some kind of decision or something.

I don't see how you can say this when she had very long conversations about humans and youkai with Mamizou, Akyuu, Aya, and Marisa before talking to Yukari. She did make a choice. She made the decision to tell Yukari that her conclusion was that youkai were not inherently evil, and that she would trust in Yukari's plan to save her from being seduced by the power of the scroll and the youma books. Her choice was to trust in Yukari instead of Akyuu, Reimu/Marisa, or Mamizou, who were not being 100% honest with her and instead giving her half-truths that she could not really accept. She made the decision to stake her own path by trusting Yukari's plan.

Kosuzu didn't even turn into a Youkai by her own accord and was just manipulated by Yukari.
In the end she learned, yeah, Youkai are still dreadful as shit after all.
Reimu learned that she probably should've told Kosuzu more about everything.
Would be tasting that dreadful edge if she got destroyed.

Do remember that Kosuzu already got turned/possessed by a Youkai earlier in the Manga and nobody gave a fuck about it.
