That was part of the reason yes, but he was also allegedly an asshole to the cast and staff.

Plus, he apparently made sudden changes to the direction of lots of scenes on a whim despite cuts and animation for said scenes already being done. Naturally, the animation staff couldn't accomodate his new vision for the scene on a whim, and they couldn't use the stuff they just made because he didn't like it either. And that's why there were a lot of reused animations because they were the neutral choices that at least was okay with Fukuda's vision.

And to the people who keep saying that it was his wife, Morisawa's fault, then fine, maybe Destiny was her blight on humanity's legacy. But Cross Ange was a thing and largely Fukuda's own child. And after seeing that, I cannot believe anyone who thinks that Fukuda had no hand in the mess that was Destiny.

Shimayuki is in a class of her own, she uploads videos from time to time too. Besides being a VA and having like 500 radio shows she's an actual idol and a young model so she kinda needs to sell her image.
