The Touhou anime was a masterpiece.

Right off the bat, it captivates you with a view of the Hakurei shrine being engulfed in moonlight. Of course, what is this suggesting? In many traditions, the moon is a symbol of femininity and intuition. Very fitting for the Hakurei Shrine, wouldn't you say? But in addition to that, the moon is often associated with "the mother". Obviously, this is referencing the idea that Reimu is "the mother" of Gensokyo, especially to its human residents. Very poetic. The anime is much deeper than it would initially lead one to believe.

Shortly after, we're taken to a scene with Suika sifting through the Hakurei storehouse. It should be noted that there's a large red box covered in charms, contrasting against the rest of the items in the storehouse. Obviously, this was intentional to bring the viewer's attention to said box. Of course, there's Reimu, the red-white which deals with charms, but there's also one significant other person that deals with them as well... Anyways, Suika finds a wind chime. Now, traditionally, they're used as a symbol for the coming summer. When I think of summer, I think of heat. And who else in Gensokyo extensively deals with heat? Hmmm...

Later, Suika is holding the basket with a multitude of various items in it, and Reimu reclaims the items after closing down. Isn't it interesting how the pyramid that Suika usually has is a symbol for collection? However, is it not even MORE interesting how she no longer has those accessories? Much like how she gave the basket to Reimu, Reimu somehow locked away Suika's ability to "collect" through density manipulation! She likely will play a greater role later in the series. Fantastic symbolism on their part. And this is just the tip of the iceberg.

In all seriousness, my guess is it's either the Yakumos (being in several places at relatively the same time would be easy for them thanks to Yukari's gappage), or the Moriya Shrine folks (three of them, three different crimes, etc).

Except the only thing is that only Kanako and friends have a motive. Basically, they can potentially eliminate Reimu's ability to have her popular summer festival and throw one of their own to collect faith.
Yukari of course could just be doing it for shits and giggles.

Not using her gathering ability to find the stolen items isn't that big of a deal, because if someone really powerful stole them, they might have ways of blocking Suika's gathering powers. If it was Yukari, she could store them in gapspace; if it was Sanae, she could put wards around them; if it was Komachi, she could make them infinitely far away; if it was Kaguya, she could put them into stasis, and so on.
