Because of the game's ending. Tenshi is immune to Shion due to her nature as a celestial and her inexhaustible luck actually cancels out Shion's awful luck. Shion is drawn to Tenshi's power and thinks she's amazing, and reasons that if she stays with Tenshi even she can find happiness.

Tenshi wants to still raise hell and bring misfortune to everyone on earth "for fun" and unlike Joon, Shion doesn't accept the fact that they lost. So she accepts Tenshi's offer to team up. The ending implies they caused a shitton of havoc and everyone shuns and hates them now but the two of them don't care.
