Also, how many slot left? Assuming it's 3 if I'm not wrong then the strongest duo are the newhus as final bosses and the other one left is old character. That's my guess.
The old character could be someone who can be partnered with Doremy (like Sagume or Clownpiece somehow) or just any character like Sanae or Nue.

We should not discount surprises, knowing we've been caught off guard sometimes. Even though it's more likely at this point that the pair could be two newhus, it could also turn out that there might be only one new character as always, and the "strongest duo" being either the other two yet to be revealed returning characters together, or one returning character with the newhu.

I'll bet nothing that summer cirno is one of the unrevealed characters

We know the total roster is of 19 characters. We already have ULiL's cast + Reisen (15) and Doremy has been revealed, so yeah it's three slots left.

Still hoping they add Sanae to the roster, though that'd be very empty at this point considering the last two fighting games are the ones where she would have been extremely appropiate to include but they didn't. Besides that, I think Yuuka is a possible candidate since the idea of the plot revolves around the strongest and we know she's considered as such, but ZUN does like his surprises so I'm not holding my breath.
