Neither is either, really.

Miko pushed for Law but when she saw that Law was unwanted in Gensokyo, she backed down and continued to live life as she pleased, which could be called chaos, but she doesn't interfere unless there's something major happening. Major and dangerous.

Byakuren has no core philosophy, instead being wrapped up in hypocrisy. She doesn't exactly follow the law of the land, but doesn't want it thrown into chaos either.

Miko cares for human and want to establish order, but since she has a mindset of a ruler and wish to elevate human status above youkai she could be an adherent of "might makes right" and could be Chaos aligned.

Byakuren want youkai to strive, but since she want them to adopt buddhist philosophy to rid of oneself, reach enlightment, be one with universe, etc she could be more of Law aligned.
