If you just want to play the game with other people on a table, I recommend getting a deck of mahjong cards. Y'know, like a trump deck, except it has mahjong tiles printed on them. I got a set new from Yellow Mountain Imports for less than $10. Very cost effective, and you don't have to teach people how to hold tiles.
If you're hard set on tiles, you have to think about whether you want plastic or ceramic. You also need to make sure it comes with the point sticks, and you'll probably want one that doesn't have the ugly numbers in the corners. You should also keep in mind that riichi mahjong tiles are smaller than, say, chinese mahjong tiles, and you will want a set with red fives so you can play ariari. You also have to remember that to manipulate tiles you need a square table with an edge so you can make walls in a reasonable amount of time.
Your only option for less than $100 is to buy a plastic set. Very few companies make these; the only ones I know of are, again, Yellow Mountain Imports, and AMOS. AMOS does not ship outside of Japan, but they're having a sale right now, so they might still be your cheapest option if you can find an inexpensive proxy. I can't speak to the quality of either, but you should know that neither sell a set that is completely standard (all replace green ink with black or yellow).
Funnily enough, the straight cheapest set online right now is a Washizu Mahjong set.

In terms of where to buy, if you get it from Amazon you can get some free shipping on some other stuff. If you're an American, make sure you buy using a CREDIT card; that way if you get ripped off not only is the seller liable, so is your credit card company, which will help you get your money back.

If you're the type of person to drop haku first turn because it's the best decision and you immediately pick up another haku on your next draw and wince then you need to stop having the mindset that leads to you wincing. Play face to face against friends. The closer you are to them, the better. On Tenhou, fun means playing 7447 against anons you know.
What you have to accept is that Tenhou ranked isn't built for fun nor happiness. You can feel excitement when your hand comes together or relief when you escape by the skin of your teeth but you will never feel happy. Happiness can only come from human warmth so to obtain happiness with mahjong, you will need to add human warmth into the game.
Keeping your cool while playing on Tenhou is one thing but playing and actually having fun is another.

I think the html5 browser client can do most things the standalone client can.
You can set a custom background, arrange tiles manually, open the walls during a replay and highlight everyone's waiting tiles. Also, you can select whether or not you want to call using a red 5. The only downside to the html5 client is that the replay backup function doesn't let you copy out the date and player names; you can only copy out the replay link. If not for that I'd use the html5 client.

I know of tenhou-log.
You feed in a replay and it dumps hands won, their yaku, the winning tile, the point value etc as well as the tsumo giri of every turn. If you have a stash of replays and can parse the output, you could generate weirder stats like "average hand value per seat wind" or "tile most frequently won with".
The data is quite raw though so it will take a bit of effort to make sense of it.

Sure, dealing the 2m puts you into furiten but no one is going to deal into your closed sanshoku. It's both a key tile and the dora indicator so it's not going to come out.
Since the only way you're going to win is to tsumo, you might as well take the 3-sided wait.

What sort of learning progression should I be looking at? In essential, it's basically just a number-matching game. Arrange 14 tiles into eligible pattern by switching in-and-out one tile at a time.
Considering that, you can make shortcut deductions to ease up some burdens, for example.

One of the funniest cases of "muh tenpai", that I've ever seen.

Two points: He had chun ankou and dropped one to defend, which is fine. Then he gets this kanchan for karaten 6-sou and decides to try to keep it.

East 3: Just bad luck, from what I saw.
South 1: I wouldn't have been so quick to discard the red 5p, even if it was to set a possible suji trap. And I'm not going to say you shouldn't have pushed, but you were iishanten with a lousy wait.
South 2: I would've kept the 55667p. You'd be left in better shape for hon'itsu + shousangen if you drew more pinzu or another hatsu.

E2 no reason to break a good wait on 34pin. You were lucky to get so close to honitsu with that hand
E3 wait at least the second Chun to be discarded, you could have got chosangen or even daisangen tanpai.
E4 you could have tried to go Itsuu, then you should have discarded 5man(not dora) and kept the 3sou. Unlucky for the chunkan, but the whole hand wasn't well played
S1 you should have changed you intention from chitoitsu to toi toi or a quick hand to get a honba. 9pin or 2pin were safer
s2: I'm conflicted: discarding a dora in this situation is wrong, but a chance for a fast daisangen or chosangen may be better. Still keeping it for a chitoitsu or honitsu was probably the best choise here: so discard 123man right away.
S3 nothing to say, you did good
S4 DONT TROW DORA. 20000 may seems a lot, but a 12.000 ron can fix, so you only needed 6han to have chance, so don't waste any of them

For me my train of thought rather is that if I throw them away now, there's a lower chance of opponents being able to use them. However since it's a problem you identified, I'll give it a shot and see how it goes. I'm guessing when I start throwing honours I start from otakaze as well?

I thought that since there were 2 ryanmen waits I would be better off aiming for tanyao dora2 rather than an itsuu which might fail.
