What the fuck you are on about? Okina was from a Chinese clan that immigrated to Japan. They eventually nationalised but Okina was almost certainly Chinese at the time.

And for that matter, Junko was Chinese. And so was Seiga Kaku‎. There are MANY Chinese Touhous in recent times purely because of the Chinese myths that ZUN was taking ideas from.

Fairies don't count as living beings, they have no soul and can't ascend. The game said so.
