Earlier this year, the producers of one of the main agencies for young idols were arrested by the police. It was all over the Japanese news too. This event set of a chain reaction in which many agencies shut themselves down. A lot of websites disappeared or deleted anything from their inventory that even resembles a young girl. Most of these agencies focused exclusively on young girls and managed their careers as idols, singers, actresses etc. The very few remaining changed their business model drastically to a point where they only act as 'managers' now and do not actively produce any kind of media anymore, except small dance clips or interviews etc. The whole industry virtually vanished within 6 months. A lot of side alley stores in Tokyo removed their shelves with young idol materials and loli manga.

It will be interesting to see how they try to tackle superstar groups like AKB48 and such. Perhaps you will soon see them performing in a burka. :^)

There's hardly a consensus on the issue. Much of sexualizing younger girls is about expanding markets. Then you have women in NGOs who want to save all girls from everything. Then there are rootless cosmopolitans who worry that loli stuff under focus would hurt foreign investment. Then there are progressives addicted to progress who write pro-pedo articles to try to outcompete their peers on virtue. It's not just loli stuff, but pretty much anything non-conformist to Western mainstream. Japanese culture is void of indoctrination to demonize those aesthetics as we do in the West. They celebrate it and implement it in their every day lives and pop culture. (anime, manga, movies, cafes, restaurants and so forth) You find it everywhere and Japanese women see it as ideal too, trying to maintain the same youthful, juvenile image in order to adhere to a system of perfection. In fact most Japanese fans of young idols outrage when they get caught smoking or drinking and they strongly oppose them entering the AV business later on. It is all about creating a perfect fictional female that acts (as the name suggests) as an IDOL for their collective culture and upholds these values, regardless of which profession she chooses during the course of her career.
