Reminder, Yukari has/always had since PCB/ was created by ZUN for the purpose of having a character with full meta perspective.

Yukari can do whatever she wants with the throwaway 'villain' characters because they can literally never win in the context of the story, and her full meta perspective means she can exploit this.
