Semantics. Demons live in Hell. The Demon World is a Hell. Just as The Former Hell is still a Hell even though Jigoku has replaced its function as the realm of bad spirits getting tortured and Yomi is still a Hell even though it's for the lost souls and not evil people.

Not particularly. One month without the Full Moon means they'll be nearly drained of all power, so even normal humans could match the majority of Youkai one-to-one.

Seriously, MoF does the best job of vilifying Reimu. Kanako realizes that her shrine's location is creating an imbalance of power, so she offers to annex into Reimu's godless shrine to fix things and help Reimu get more worshipers in the process.

Reimu gets pissy, refuses, and now Yukari has to go out of her way to help the Hakurei Shrine because the crisis remains unresolved.
