I actually believe that management's intention was to not have Katomina as the single center from the start, so they could build up a similar story to Haruppi's. They emphasized Katomina being the ace of the group so much even before NGT debuted, it would have been boring if she actually became the center of their songs. Suddenly giving it to someone else is a more interesting and more intelligent move, since it spreads the spotlight and motivates the other girls by signaling that the center position is not "locked in" yet, even though it may have seemed that way at first. I have little doubts that Katomina will get her single centers so they can "complete" the storyline.
