I was actually modding skyrim like this. But changing all of the npcs to look japanese was too hard so I gave up. Besides the buildings look too western.

Right now I have:
-Japanese weapon mods
-Japanese armor mods
-most of the trees converted to cherryblossoms
-tall grass
-A japanese main character
