Actually, back when I was in high school, several of the absolutely hottest girls in my entire school definitively did want to talk to me. I wasn't visibly a weeaboo or anything, but I guess I was sort of like a hideous curiosity that inspires pity and curiosity. One of them was even pretty smart and we had interesting conversations. OP, there's very little point in commenting someone over skype or in any situation other than vis a vis. The cynic in most people will immediately assume that you have ulterior motivations in making this compliment, even if you sound sincere. And if you screw up the delivery, you'll come off as creepy/stalkerish.

If you want the attention of another person, try to entertain an intelligent discussion pertinent to his/her interests, listen instead of speaking if you have an opportunity to do so and allow the person to warm to you. Don't force matters.
