did the UBW patch install the ps2 voices for heaven's feel? or do I need to download realta nua again to get the voices for heaven's feel.

Install as normal without voices in installer. Then, unzip this to the directory. Install again with voices selected. It will work.

Since we are talking about voices in f/sn I been having this problem, I downloaded the 3.1 quick fix thing and when I tried to install it it's telling me that it failed because it's think that the game is running even though it's not. What do I do here?
