For either B21 or B37 (can't remember which one), I sent 2 cranes to complete their 3-1 quest at the same time. I find that 2 CV in general works enough there; the only real problem is the compass, but failures don't cost much resources other than time anyway; even with a non-kai fleet 1st node isn't too much of an issue. Either way I'd still level them up for their 10cm guns anyway. I doubt your Akizuki guns are upgraded much if at all.

If your HQ's below level 80 you can still grind ships at 1-5, otherwise you can try 5-1 instead. 4-3 isn't too good here since you need to level more than 1 DD. Just make sure to bring at least 2-3 ships carrying radars if you're doing 5-1.

What is the "normal" way to grind level early on?

Easy maps with crap exp so I don't have to pay costly repair and wait too long or better exp zones that I can barely pay for repair/supply and 30 mins waiting between each battle?

I would choose easy zone but apparently there is chance of getting good drops in harder zones so I really don't know.
