Of course, this timing guide is for audio timing. You'll need video timing for typesetting and shit (but really, you just need to get used to the left and right arrows, and ctrl+3 and ctrl+4 for that).

It's the most tedious job in a subbing project, but it's simple enough that, after a bit of practice, even a monkey could do it. Specially because Aegisub makes it so convenient, what with keyframe markers and whatnot. But it's still pretty damn tedious.

Most high-quelity anime fansubs have encoders who run debanding passes and shit. That does improve the video quality of the original raw, specially when the original raw is an uncompressed source, like a .ts. But even if it's a reencode from something already compressed (which is what you do. Not encoding) and thus destructive, depending on how horrible is the already compressed source, it can still be improved with the correct filters.
