To answer your question; They wouldn't. She lives in a pure land, but you have to cross the river higan (e.g; die) to get there. If, for some reason, they did fight, the Yama would win because they would be instigating the incident and thus bound to lose. She's at least on par with the moonbitches, which helps.

The Ministry of Rights and Wrongs oversees the many hells. In the highest seats are the ten Yama who preside over the Ministry (I don't think it was ever made clear if Shiki is one of those). They are pretty much the highest authority around.

Eiki is not one of the ten kings of hell. She's an animated Jizo statue that has received enough faith, according to Komachi. Nonetheless, she is very, very powerful both physically and by authority within her domain, and even outside of it.

Gensokyo is almost a sinecure, practically speaking. Though I can't help but think her department is maybe a little underfunded. Does she even have any subordinate aside Komachi?

Well, it does have a larger-than-normal number of hermits and people trying to defy death, so it's actually a fairly difficult job given it's size.

It's possible. We haven't seen any other shikigami, so Komachi is the only one as far as we can tell. We know that technically Yomuu and Komachi work in the same 'department' of celestial affairs (managing the dead) and thus as a judge technically Eiki has authority over her, even if she's never used it.
