Okay, the OP character is definitely not up to snuff compared the other characters being shown here.
She looks awful.
Two constructive comments:
1. Take that big chunk of hair out of the middle of her face. Most females have hair that parts. She has hair like a shaggy boy.
2. Her eyes are flat, but so are the areas on her face where they sit. Eye level has incredibly awkward depth, so on top you have this bush of hair and below the rest of her face. She has no definition in her cheeks and the the problem is exacerbated by how thick her eyelashes are. Lighten them up, especially if she's going to have a dainty/prissy feel which is kind of what I get. Definitely round out her cheeks at minimum so she looks younger. She looks rather aged.
Just some feedback from someone who has not followed this project at all.

It's the little things that normal people would realize that disabled people don't that really marks the difference. Seeing a blind person with hair all over their face talking to you as if nothing is wrong is unnerving and really makes you realize the difference.
Also as a final suggestion to throw out from someone who actually knew a girl with crippled arms. (she lost one from a bad shot at birth that ruined the blood vessels in an already damaged arm, other severely limited motion, at most could hold bags IF you got the bag to her hand which had no mobility.)
She took unbelievable care of her feet because it helped her interact with people. People see gross feet and freak. But she had so many toe rings, a ton of toenail polish, anklets and charms of all kind. So that when she did stuff with her feet people looked at the decorations and would ask or think about those instead of being grossed out. Someone handing you something with their feet goes a lot better with clean/decorated feet.

Even without eyes, you'd feel the hair.

Having hair in your face is horrible and irritates your face, and even without vision it would be annoying. You still associate the 'self' with the face and head, even if blind. You'd get the hair out of your face eventually, as it would be annoying. And, even if blind, your eyes are still sensitive to pain, and it takes more effort to keep them closed than to have them open, usually.
