Go to 1-1 while taking note of the damage, engagement and type of enemy and you will see the clear difference. With MAX gun you will deal damage that is impossible for normal gun and it should happen in less than 10 sorties. Damage formula and enemy stats are on wiki.
Difference in accuracy is hard to be proved without hundreds, or rather thousands of tests but trusting biikame and common sense is better than not having anything.
