You're projecting pretty hard here. I don't know what you're reading, but I see that she's grown up quite a bit since her farce with Kaguya. She initially hated Kaguya yes, but that is reasonable, seeing as how Kaguya's intervention changed her family at that time period and her life permanently.
Shortly after Kaguya left to the moon, Mokou pretty much gave up. She then literally went insane for being scrutinized for being immortal, but then lost her insanity because even that died because of living for so long. When she settled in Gensokyo, it was quite a surprised to her that Kaguya was even there on Earth and stuck in her same situation (exiled from her civilization). The only thing Mokou wants now is to apologize to some god on the Youkai mountain for killing Ihakasa. Meanwhile, Kaguya still sends assassins to Mokou, much to her annoyance. Mokou is more mature than Kaguya in pretty much every way. The only thing Kaguya has going for her is the Eientei crew. But Mokou doesn't even need other people because she runs her own show like a badass. Everyone respects Mokou. Even Aya, who had her own game, had her shit handed to her in BAiJR

Look at the IN dialogue, Mokou is a child, she never shuts up about anything and is whining all the time, even the MCs point that out. She gives up out of pain like a crybaby too. Her inability to keep cool is the complete opposite of Kaguya who always kept her tone calm and collected.

Also the complete opposite happened in BAiJR, Mokou's childishness and dishonesty got called out pretty hard by Aya, hell Mokou even stutters while trying to claim that she didn't start the forest fire.

Since this is a mokou thread I'm obviously biased towards mokou, but mamizou is really good and raymoo when used correctly is seriously OP. She has incredible long range attacks that cover ridiculously wide areas and also knocks the opponent back, as well as really good short range attacks which means if she gets you cornered against the invisible wall you're fucking in for it. If mokou had better short range attacks she'd be the best character considering her fucking fire claws and pillar of flame are incredible, but for now I'd say reimu is the best.
