it really depends what you consider a safe bet. When it comes to things like death you can probably consider an 80% or 90% chance "safe" and even 15 meters would be sufficient to kill a person 90% or more of the time.

I've just finished watching Serial Experiments Lain and I think, that Kikiyama was inspired by this series. Plots aren't similar, but all that climax and surreal feeling. Maybe Madotsuki was based on Lain personality.

So couldn't the game just check that you've collected the effects instead of making you drop them as eggs? Is the act of dropping effects important for gameplay, plot or both? Maybe neither?

what you're talking about is a drop hang, which requires sufficient knowledge of knowledge of the strength of your individual neck, the proper rope to use, and the correct distance to drop to get the adequate force to snap your neck. For the average person this is greatly over complicated and very painful if you miscalculate and wind up instead simply suffocating while hanging from you neck.
However with even your own body weight and a quickly and firmly tightening rope you can instead execute a blood choke which can cause unconsciousness within seconds. For this you don't even need to leave the ground since you only need something from which to tie the other end.
