The Turks however aren't dumb assholes either. From what I've gathered they have a kind of begrudging respect towards the Balkans and /int/ interaction between the two amounts to a few threats and then they "retreat" and talk very politely with each other. Fascinating.

This is a clever catch-22 ZUN throws in. Youkai technically wouldn't be weaker if they were outside, but if they were said to cause ruckus outside, humans would try to rationalize it away as something else. As such, youkai -can't- ever be said to cause ruckus outside (besides retrospectively), because to do so would mean they actually existed (for real). As such, youkai that need to cause ruckus are "weakened" because humans don't believe they're the ones that cause ruckus.

In the same way, you can say human weapons can't harm a youkai, but if you were ever to hurt something with a weapon, you would then say "well I guess that was a totally normal person/creature". Meanwhile if something doesn't get hurt, people might be more inclined to say it was a youkai. It's a soft form of witch trials.

Mamizou and other tanuki can freely live in the outside because they can easily take on the form of humans. They aren't noticed as youkai, so they can say that they aren't weakened outside.

You should understand that all touhou youkai are youkai from actual japanese folklore. They have exactly same abilities, they obey the same rules as in japanese legends and fairy tales. So they "immune" to normal weapons only if folklore says so. For example vampire can't be killed with a sword, we all know that. But for example magician like Patchouli can be easily killed with a single dagger stab just like any normal human (unless it's a strong magician, you will need to cut her head off then). And don't forget that modern weaponry just didn't exist back then so folklore doesn't say anything about it. In movies/books/anime you can often see ancient vampires slain by machinegun and flamethrowers.

And regarding youkai "predators" - back in times people were really afraid to go outside alone in the dark, they really believed they can be eaten by youkai. Every unknown death, every missing person could be blamed on youkai. But how many people do disappear without a trace nowadays? How many cases with undetermined death cause do we have today? It's clear as day there is almost no predator youkai left in modern world.

I recall there was a few chapters dedicated to explaining this in Curiousities of Lotus Asia and one of the main topics of Symposium of Post Mysticism elaborated some more through Kanako. It's actually quite a major topic which gets thrown about a lot by the higher level youkai.
