There is GIMP, which isn't as great as PS, but it is easy to use, and completely free. Has just about all you want and if not, it is open source so it can be made.

And if it isn't ren'py then you can always use WINE or playonlinux which runs every game that I want (save for a few erotic games)

Is okay for bitmap editing, but unsuitable for drawing. If you actually knew what a person drawing needed instead of randomly trying to make points in favor of your favorite OS, you'd recommend Krita for drawing. Krita is okay, but nothing special.
