Well, ZUN ingeniously solved this: Reimu looks in the opposite direction because there's so much projectiles that she would become epileptic, yet she is skilled enough to take the risk of dodging billions of them while not looking. So what when the player is bad? Well, shit happens when you don't see anything. A fart may have prevented Reimu from hearing a bullet coming fast at her or something like that.
