You know, etiquette, discussion topics, mode of expression. A society without rules results in anarchy, and anarchy endangers personal freedom. You need rules for civilized - "cultured" - discussion to foster.
And if they're not evident from the currently lived culture, you need a source from which it is taught, and institution which controls adherence, and an instance which avenges breaches.
