It seems to be an optimization problem. If one poster always posts it, nobody else will. This creates a single point of failure. So to optimize stability, no single person takes up the mantle for long. But, of course, there must be no duplication, and there can be no communication between units except for the single global check ``Is the thread posted yet?'' which has a built-in delay of a few precious seconds for get/set.

So, to prevent duplicates, each unit sets himself a time. Each time should be distinct from every other unit's time by a few seconds, yet there is no way of communication, except perhaps by observing past results. If a unit's designated time passes without a thread, they post and hope that they are not the second, spaced too close to the first, nor the first, spaced too close to the second. Over time, unfortunate duplicates will inspire re-organization of overlapping times, and the silent nights will inspire saturation.

Today, it seems, we reached the final line of defense. Perhaps a new poster will place themself early in the checking cycle tomorrow, or perhaps OP will move his limit time upwards.
