Because they were apart of the best Touhou game, and the one that brought it to Windows. I might be a bit biased but I don't see them as overrated. They were the first 2hus that most people saw on PC. As for Reimu, she's been apart of it since the beginning, and Marisa almost as long. Obviously they'd be popular. I just don't agree it's overrated.
