I've got a theory that Yukari's the gestalt consciousness of all previous Hakurei mikos in the form of a single entity. It kind of fits, because Yukari is always helping and teaching Reimu, and their powers overlap too (borders/barriers). Granted I wasn't in my right mind when I thought of it, but it seems to hold up pretty well even sober.
