Economic environment has a lot to do with it, but race plays a large role. He probably lives in a small city. I have relatives on the countryside where I live and it is completely different than big cities. They know no crime and are really shocked by some things I tell them.
Of course it comes with a cost too. Their life is really low paced and are pretty much disconnected from the rest. The biggest drawback for me it's technology, as some places don't have decent internet connection if they any at all. So unless you're specifically looking for calmness, less vertigo or simply be in touch with nature it's not for you.
