If you want to play them in their original Japanese forms, some of them you will need AppLocale, yes. If you're okay with playing them in English, there are translated versions of all them and you don't need AppLocale for those.

Also, keep playing PC-98 Touhou until you finished all of them and start from the first game. Play in order. You can proceed to Windows game after that.

The best experience is to play it in order. Even though ZUN stated that it's not canon there are still relation.
There are things on PC-98 that you'd wish to also exist in Windows.
