It isn't pronounced "Tewi" at all. It's pretty much pronounced like "Tay".

It's spelled that way because ZUN chose to romanize it like that in the Imperishable Night profiles. Similar deal with characters like Cirno, whose name is actually pronounced closer to "Chiruno" in Japanese.
