53 nations had declared war against Germany by the end of WW2, but only a handful of them actually fought against Germany. Declarations of war are often just empty threats used in an attempt to get a nation to back down and sue for peace.

There are barely any proxy nations left in the middle east with an actual military though. We've either crushed them or they're preoccupied with massive amounts of rioting. Right now all we can really do is just keep funding Al-Qaeda in Syria, but we've all seen that they're getting their asses kicked regardless of how much funding we give them since they're just untrained guerrillas and not a proper military.

If we tried to pit Israel and Iran against each other as proxy nations then that could easily spill over into a full blown nuclear war, so they're too big to be safely used as proxies. We will just be able to do the same exact thing that we did in Afghanistan, where all of the more volatile and extremist Muslims that we were supporting all just happened to conveniently die in the fighting and then they just happened to elect the most pro-American leader possible in their "fair and democratic" election. Why bother negotiating with extremely religious people that won't support our interests when you can just kill them and replace them with a bunch of opium addicts? Which is basically what the entire Afghan military is composed of right now.

If Obama didn't want to go to war then he would have leaped at Putin's recent offer where he said that he will fully support an attack against Syria if we can prove beyond a shadow of a doubt that it was the Syrian army that used the chemical weapons. It would be suicide though. Syria has been under the spotlight for a long time now and everything that happens there is analyzed with a magnifying glass. Why would Assad use chemical weapons to kill just a few hundred people when the most recent fighting has been in his favor and he was getting more supplies from Russia than ever before? Chemical weapons are one of the few things that would give the U.S government the reason they desperately needed to attack Syria, and if the story that Obama tells is true and he did use these weapons then Assad basically did the equivalent of shooting himself in the head while he was on the verge of victory.

In these kinds of wars, crushing the enemy decisively is an unrealistic expectation. That's why we've been fighting the Taliban for over a decade. The best thing you can do is keep the rebels on the defensive and maintain stability within the important areas of the country, which is what Assad was doing.

Chemical attacks are something that you only do if you're stupid or completely desperate, and the rebels are both of these things. It makes no sense for Assad to use them, he's not a stupid man in any way and there was nothing to be gained from using them, especially in the area that they were used in.
