Evil Eye Sigma is not a teenager in a nice costume, or a youkai masquerading as such.

It is a flying, tentacled eye tank that shoots laser beams and an excess of high-speed bullets, even by Touhou standards.

Admittedly.
A result of both being in a Touhou game after the first, and fanart's nature.

This is YuugenMagan. Being the stage 10 boss of the Makai route in Highly Responsive to Prayers, YuugenMagan was tied with Mima for being the third Touhou character, the second Touhou boss character, and the first Touhou character to use laser beams. It also predates the tradition that everything in a Touhou game is female.
