But seriously, they have visible breasts and the distribution is pretty random in real women. I think in terms of the story he's going for "the characters are now definitely in their teens". ZUN isn't going to pander to lolicons and I'm pretty grateful for that. He doesn't really sexualize his characters, and that just makes them more appealing when they ARE sexualized. If you want flat-chested Touhous that's fine, but he's not going to pander to you.

I'm not saying that to be a smart ass, it's just their interpretation, same with Aki Eda or anyone else. Some artists draw their eyes far apart, some draw them close together. Some draw them with chest melons, others draw them flat as a washboard.

The Tasofro art might be how the Sakuya meme came about, but it's not really a reason to say, "Sakuya canonically has visible breasts or wears padding." Though ZUN did say something to the effect that she's a teenager pretending to be an older teenager in an email, and that has more authority behind it.
