The original japanese version sold very poorly and the translated version launched after Lizsoft was disbanded.

Government determines that you are likely to be a pedophile, drug user, dissident, etc. and puts you on a watch list.
If you were doing anything illegal but harmless, you're now likely to be arrested for it. Even if you're an utterly harmless normal person (which you aren't, posting on /jp/), ordinary life becomes more difficult, police stop you for longer than you should, you get turned back at the border if you leave the country, etc. Being on a watch list is awful, and it never gets undone: recently, even fucking Nelson Mandela got held at an airport for being in a really old watch list.

Not to mention, it has the potential to ruin lives outside of the US. Some poor brown foreigner makes a disapproving comment online about the US government, he gets put on a terrorist watch list and the FBI can get anything they want to him and get away with it.
