The military isn't the one running around trying to foil terrorist plots unless they're in nations we're at war with. Most government agencies are sort of territorial, but the NSA has a niche that's so solidly carved out that it really can't be intruded upon. Government determines that you are likely to be a pedophile, drug user, dissident, etc. and puts you on a watch list.
If you were doing anything illegal but harmless, you're now likely to be arrested for it. Even if you're an utterly harmless normal person (which you aren't, posting on /jp/), ordinary life becomes more difficult, police stop you for longer than you should, you get turned back at the border if you leave the country, etc. Being on a watch list is awful, and it never gets undone: recently, even fucking Nelson Mandela got held at an airport for being in a really old watch list.

Not to mention, it has the potential to ruin lives outside of the US. Some poor brown foreigner makes a disapproving comment online about the US government, he gets put on a terrorist watch list and the FBI can get anything they want to him and get away with it.
