We know Keine records and hides history by consuming or writing it. She can normally just consume history which only really hides it, during full moon she can create it. She's usually busy every full moon officially writing up the latest events of Gensokyo into history before handing it over the Heida family, making her tense and likely to CAVE people.

In ZUNs world, history doesn't just happen and get recorded, apparently you need powers to make it stick or something. Eitherway, the point is we know what Keine's power is meant to do. It's just not explained well enough to grasp the practicality of it. I don't know what the fuck Kaguya's power is supposed to be beyond the five impossible tasks and immortality.

Well, Kaguya's power has had three major demonstrations: one, it was used to create the Hourai Elixir (making Kaguya herself an integral component to the elixir of immortality, some kind of department of redundancy department); two, the lack of "things happening" in Eientei prior to IN (literally speaking, nothing happened beyond what was done - a partial dissolution of reaction, cause, and effect); three, the hallway that went on forever. Her power over eternity and instance can preserve a single flower in one state forever (pluck its petals and, though that petal is severed, it will never suffer), or reduce it from seed to plant to compost in a blink. Theoretically. She has not demonstrated her power too well, much like Keine's "Create History" hakutaku ability.

As for Manipulation of Eternity and Temporality, if you think of their meanings it is basically fucking with Internalized faults and being able to change or dismantle the time frames of the target.

While she can't freeze time, she could probably change an objects reference point in time, for instance make a tree act as if its in winter during spring.

No matter how much you may try to bring about change in such a world, it is futile in a world where time has essentially stopped. One can think of it thus: even the fact that Eientei suddenly appeared in human history and began to experience the passage of time was because she reversed the effects of her eternity magic.

Under the effects of that magic, Eientei would probably have never appeared in the human world, but would have always remained hidden in the Bewildering Bamboo Forest (* Even the name "House of Eternity" implies this.) However, a perpetual world denies any sort of change. She may have lived for a very long time without having changed at all.

Her other ability regarding the ephemeral is complementary to her manipulation of eternity, and allows control over extremely short time durations. It allows her to act in periods of time so short as to be imperceptible to human beings. Since these periods are just aggregates of moments in time, they pass normally, but they are far too small to be perceived by normal people. It's said she can manipulate parallel timelines by using these moments.
