Shut up. One of the things I respect Touhou for is that ZUN doesn't fall for the cheap tactic of pandering to fans by recycling tons of fan favorite characters (yes, he's brought characters back, but not because they topped a popularity poll or whatever).
This is just a form of fanservice for the Tumblr crowd. Tasofro have their roots in straight-up fan games that don't fit Touhou canon, but that shouldn't be reflected in a canon game.
If the rumors about ZUN having creative disagreements with Tasofro are true, I'm guessing this is why. He probably managed to negotiate away a few ⑨ jokes and swimsuit CGs, but it's a shame this is here to stay.

That's called a highlight. It's very common for artists to use a much lighter and brighter shade of the "base" colour for the hair, sometimes just using white, or a mix of both for the highlights. I don't think I've ever seen someone using patches of grey for highlights/shading in brunette hair though.
Considering most of the hair is brown (top colours in this are some of the browns, bottom being some of the "greys"), someone who isn't familiar with the character would instantly think she has brown hair and not grey.

Most of the "action" is happening near the centre of the screenshot, and Wriggle, Cirno and Letty (despite not being close to the rest of the characters) stand out kind of well against the background. Medicine is very out of the way and has similar colours to the background, so it's very easy to miss her. It'd probably be easier if we could see her hair since that would help her stand out.

Shadow color is determined by ambient lighting or other weaker sources of light (reflections, secondary lighting, etc.). Two materials that are the same color will reflect colors similarly. It might be in different amounts, or with different diffuse/specular proportions, but the hue will remain the same except with some exotic refraction shenanigans (e.g. opalescent). If two things don't reflect light in a similar way, then it would be silly to say they're "the same color".
