Well, people say that Sakuya could be faster but Sakuya moves when Δt=0 hence velocity is no defined then but some people insist it's enough to give her the title.

Also Yukari manipulates the distance between 2 points with her powers so it's a good idea to say which definition of speed are we talking about.

I really like to think that some characters' abilities are a title they earned from doing something that adds to their legend. Like Remilia's manipulation of fate's "power" being a result of her surviving or escaping a seemingly inescapable fate.
