If we go by favorites, Tenshi.
If we go by actual power I'd say it's Yorihime.

Yorihime because canon mary sue. Even if someone was better at using a sword, she would probably just summon some god to become better than everyone. Only a bigger mary sue could be better than her.

She doesn't use her sword with any amount of skill. She just swings it wildy.

Youyoumu

I imagine Miko's sword style matches her taoist ideology of action through inaction: never making the first move, countering everything by using her opponent's own strength.

Yumeko's style would be heavily influenced by Digrassi's teachings, considering she's a wester-style maid. Personally I see her as Sakuya but using swords, so my reasoning may be biased.

Tenshi doesn't have a style per-se. She uses the sword for it's effect of finding her opponent's weakness. Her swordsmanship would be unrefined but extremely effective.

Yorihime follows the same reasoning as Tenshi, by summoning gods fit for each opponent she faces, except she has the sword training Tenshi lacks.

Youmu would, of course, use the typical samurai style. She'd perform battoujutsu, which would allow her to take full advantage of her speed. She is also skilled at one-on-one fights, but the strain of using a two-sword style would be noticeable after a while. She could opt to use only one sword, though, and use different styles accordingly. In terms of pure swordsmanship knowledge, she ranks as number one in my opinion.

Youki is matched with Youmu in terms of swordsmanship knowledge, but he's more experienced in battle and stronger.

Rinnosuke would have some skill with the sword. Depending on time, that skill would be rivalling of Youmu's or on the level of a lowly apprentice. Going by the current time in canon, he would be a talented novice. Using Kusanagi also helps.

I would think Alice has some knowledge of swordsmanship considering some of her dolls use swords to fight. How that knowledge would convert into skill when she's the one using a sword is up to speculation.

I'm sure she is not the best, she doesn't seem to have proper swordmanship even, but i do love the way she uses it and the Sword of Hisou is pretty cool sword.

Would Sakuya using a knife (not throwing it) be regarded as swordsmanship?
