Sanae as a slut, the meme, came forth from the mind of an amazing "drawfag" (that's the name they use on other boards, correct?) who has a tumblr website where he pretends Reisen Udongein Inaba answers questions made by the community. While it is indeed an offsite deal, people from /jp/ love his work. The whole touhou western fandom loves his work, actually. Just look at the front page of touhou wiki and you'll realize that. He also sometimes posts on /jp/ original content threads or just makes a thread with a small story, sort of like those old epic fail guy comics on /b/. In one such occasion, things escalated to a point where he, after drinking several beer cans, made the drawings that I'm attaching to this post.

Ever since this happened, /jp/ went wild. It's epic, funny and a really random meme! Eventually, this /jp/ meme spread across the internet into the phenomena it is today!

This is one of the reasons why this meme is so liked. While wacky in it's own right, it respects canon. In Touhou 13, when Sanae meets Toyosatsomimi no Miko, she claims Sanae is filled with desire. Since the title of the game is Ten Desires, it all becomes related. Asking about Sanae's ten desires is a reference to that moment in the game, where the final boss comments Sanae is indeed full of desire.

Certainly! Yuyuko got her reputation as a glutton because of her dialogue in Imperishable Night (touhou 8), where she comments about eating the bosses you face along the way. Yuuka got her sadistic reputation from perfect memento in strict sense, where she is catalogued as the most dangerous, most unfriendly youkai of all. Cirno is considered an idiot because, in the instruction booklet of fantasmagoria of flower view, cirno shows up in the hud explanation diagram as the number 9: baka (idiot). All of this information was written by ZUN himself. Of course, these are only some examples. Most memes have canonical origins.
