It's unclear to everyone. She has no known established threat or friendship level to humans. And all we learn from her in th11 is that she had a power trip that lasted until Reimu beats her. After that as far as anyone knows she's just a normal girl. The entire point of Rin going to get Reimu was to beat her up and return her to her normal self, whatever that may be. And barely anything is known about her normal personality from soku because she has no story arc there.

Okuu operates the fusion reactor by her own will now and has no interest in Kanako's agenda. Kanako even abandoned her plans for her and stopped trying to manipulate her. The only reason she wants to keep it running is to keep everyone underground warm and with power. Good girl.

I have multiple touhou waifus.
I flat out refuse to pick only one. That's like picking my favorite touhou song. It just isn't possible.
