I imagine they work to a degree. First of all there's the psychological effect that can scare away criminals immediately, second it's an alternate source of noise so even if they covered her mouth the alarm would still be going off.

I imagine it's not very effective if it can be conveniently turned off though (such as with the press of a button) or in cases such as someone pulling you into their van/car before you can even react.
