Alright, stick with me here.

Reimu would be like the US, the strong main character who fixes up the worlds problem.
Yukari would be Israel, the one who tells Reimu (The US) to intervene after spirits start to flood into the surface world (The Western World). She also secretly pulls the strings.

The Underground would be the Middle East. Parsee would be Europe, always jealous of us and would try to prevent us from intervening. Yuugi could be Russia, the one who always drinks and will pretty much do anything to fight the US. Even though it wouldn't be a real war.

Orin could be Syria or something, causing a general ruckus in order to get Reimu to intervene in the middle east.

Okuu would of course be Iran, now mad with power and threatening the world after she obtained nuclear power. Yatagarasu of course being nuclear weapons themselves.
In the end, Reimu comes in to save the day and Okuu back down into her normal, pleasant self, after toppling the current leadership.

The real question is who would Kanako be? Perhaps Saudi Arabia.

But as you can see, if we elect Reimu as president, WWIII could be just like your Touhous.

the accent is what gets me everytime with her... That and the nasty shit she says, its great...
