You're correct, DiPP does indeed have a connection to the games, but they're rather light and just hinting what's about to happen in the final game, like in the case of PCB. Legend of Hourai has a straight connection to Princess Kaguya, and is basically hinting a future Touhou game, IN, and the plot around an immortality elixir.
Dichromatic Lotus Butterfly ~ Red and White has a callback to Shuusou Gyoku, the 1st Seihou game.

The speaker is most likely Marisa, who attacks the girl before she enters Hakurei Shrine. The girl in question is VIVIT, who Marisa recognizes as mechanical being, hence she "doesn't look like a human nor a youkai"
