She's 星野 in the list. 18 members have blocks sold out, she has none despite having only 8 blocks and being in the front row for 4/5 of their singles. Since the start, her popularity has actually waned rather than grown. She's very quiet, shows no emotion, doesn't try very hard and wotas report lackluster, even impolite handshakes. She kind of has a "spoiled" aura, but in a way most don't find funny or endearing. People feel bitter about their more popular oshis making effort to get into hachifukujin - which is kind of like Nogizaka's "kami 8" - to no avail, while Minami is guaranteed her front row spot every time.
